The National Police Traffic Corps (Korlantas) introduced a new tool for electronic traffic law enforcement (ETLE). Police officers can ticket motorists who break the rules just by photographing them using a handheld device such as a cellphone.
Quoted from the official website, Korlantas Polri distributes ETLE handheld devices with more sophisticated specifications than the previous generation. This portable device is designed to close breach gaps in areas not covered by static ETLE cameras.
Director of Law Enforcement (Dirgakkum) Korlantas Polri Brigadier General Pol Faizal said that handheld devices would be carried by police officers to ticket traffic violators. He claims that this device has very significant technical advantages, especially in terms of administration speed.

On the old handheld ETLE device, officers still needed more time to process it. Now, the new device is integrated with the instant printing system. So, officers can immediately provide evidence of violations to motorists transparently and accurately at the scene of the incident.
“The specifications of the ETLE handheld that we bring are different from the ones we have now. It can be printed out straight away. So, for example, if there is a violation, the officer can print it straight away and there will already be a barcode there. If the old one doesn’t exist yet, so the process takes a bit longer. If this can be pasted straight away, this is even better,” said Brigadier General Faizal.
This handheld ETLE is here to offset the existence of static ETLE whose location is already widely known by the public. With its dynamic and mobile nature, handheld ETLE becomes a more effective tool for reaching offenders who try to avoid permanently installed ETLE cameras.
So, according to Faizal, even though drivers have memorized the static ETLE camera points, with handheld ETLE traffic violators can no longer avoid them.
“Static is just there, and people already know there is a camera there. So this handheld plays more dynamically. In fact, it is much more effective because it is portable,” he said.
“What is important for me is that there are no more transactional things in the field. Everything must be recorded validly because this system uses accurate data and cannot be manipulated,” he concluded.
